The Competency-Based Assessment (CBA) program is a method by which applicants for professional licensure review their abilities and competencies in the profession they wish to practice in.
PEGNL has adopted the Competency Based Assessment (CBA) model to evaluate the experience qualifications of those applying to PEGNL to become licensed. The CBA is a framework that permits the assessment of an applicant by a set of defined competencies with a more thorough and specific process. This includes a self-assessment by the applicant, followed by validator (supervisor) review and then evaluation by professional assessors.
The framework has been increasingly adopted by regulators across the country as a way to improve transparency and fairness for applicants, as well as ensuring optimal protection of the public.
Upon submitting an application to PEGNL, any applicant looking to achieve Professional Engineer (P. Eng.) or Professional Geoscientists (P. Geo.) status with the organization will be given access to the CBA system. Applicants will rate themselves on a scale of 0-5 on a number of core competencies in technical, ethical and professional categories. In addition, they will provide examples of experiences in their professional work that help demonstrate the individual ratings. References as chosen by the applicant - known as validators - review and provide comment on the assessment. In turn, volunteer professional Assessors, as selected by PEGNL and who are unknown to the candidate, review all information provided and offer their review to the Registration Committee. The Committee will use the opinions of the Assessors to help determine licensure eligibility.

Engineering and CBA
An engineering applicant will assess themselves on 34 competencies in 7 categories. Applicants will use parameters, known as indicators, to help them determine their proficiency and strength for each competency. The indicators are available HERE.
For engineering applicants, the Canadian environment experience requirement for registration is evaluated using a subset of the 34 competencies known as the Canadian Environment competencies. For more information on the Canadian Environment competencies, click HERE.
Geoscience and CBA
A geoscience applicant will assess themselves on 29 competencies in 4 categories. Applicants will cite workplace examples to help them determine their proficiency and strength for each competency. The examples are available HERE.
Geoscience applicants must have 12 months experience in a Canadian environment (or equivalent). Canadian Environment competencies for Geoscience are currently under development.
Competency Based Assessment is in effect in Newfoundland and Labrador as of September 1, 2021. Transition from the former, “Satisfactory Work Experience Requirements” system to Competency Based Assessment is as follows:
- Competency Based Assessment will be used by:
- Members-in-Training registered with PEGNL on or after September 1, 2019; and
- Applicants for Professional Licensure who apply on or after September 1, 2021.
- All current Members-in-Training registered before September 1, 2019 have until September 1, 2022 to continue to apply using the former experience evaluation system should they so choose. After this date, all Members-in-Training will be required to use the Competency Based Assessment system. These Members-in-Training however are encouraged and invited to switch to Competency Based Assessment as early as possible.
