Update on the Pan-Canadian Framework for the Assessment and Recognition of Foreign Qualifications

A message to Constituent Members from Engineers Canada

The Honourable Diane Finley, Minister of Human Resources and Skills Development and Co-Chair of the Forum of Labour Market Ministers, and the Honourable Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism have announced the Pan-Canadian Framework for the Assessment and Recognition of Foreign Qualifications.

The principles of the Framework are fairness, transparency, timeliness and consistency. [Details and the Framework itself are available at http://www.hrsdc.gc.ca/eng/workplaceskills/publications/fcr/pcf.shtml.]

The engineering profession is identified as one of the professions that the Framework will apply to in the early stages. Including the engineering profession in the first group of professions is seen by Human Resources and Skills Development Canada as an early win as we have worked over the past few years through the From Consideration to Integration project to meet these principles and are already working within the time frame outlined in the Framework.

The Framework states that once all of the documents have been received by the regulator from an applicant, a response on what further requirements must be met to become licensed must be provided to the applicant within one year.

Engineers Canada will continue to monitor this and work with Human Resources and Skills Development on how best to report our successes.
